National and International Open Invitation to Tender

GCB Company/ Purchase Directorate, Industrial Zone Oued Smar, with a Tax ID: 000035072294694, issues a national and international open invitation to tender regarding:
Supply of:
Batch 01: Three (03) telescopic forklifts 17M.
Batch 02: Five (05) Articulated arm platforms, working height 17M.
Batch 03: One (01) Telescopic platform, working height 26M.
The tenderers who are interested in this invitation to tender may withdraw the specifications at GCB- Purchase Directorate, as of the date of its publication in the Baosem, in return of the presentation of accreditation letter, and the payment of a nonrefundable amount of 5000 DZD for each batch for the Algerian tenderers, to the bank account GCB /Direction Achats BEA N° 002 00082 0822200553 /63 Rouïba Agency El Kenz, and 50 € for each batch for the foreign ones to the bank account GCB /Direction Achats BEA N 002000 82 82 120000 11-92 Rouiba Agency El Kenz.
The submission mode in one step applies to this invitation to tender.
The offers’ submission deadline, by the tenderers or their duly mandated representatives, is fixed in 30 days as of the date of the first publication of this invitation to tender in the Baosem.
In this invitation to tender, the technical offers, with no reference to the price and the financial ones must be submitted simultaneously in two separate folds contained in the same fold, at the address:

The Eligibility conditions are:
Meet the technical requirements of the specifications.
* Justify the existence of a permanent after-sales service in Algeria with maintenance workshops, Spare Parts store and sufficient human and material resources for the effective management of all the equipment related to the present invitation to tender.
In the case of subcontracting with a local after-sales service, it is necessary to attach the contract or agreement binding the tenderer with the local after-sales service as well as a copy of the trade register.
* The tenderer must make its after-sales service available to the buyer at the latter's expense for a minimum period of 10 years even after production has ceased.
* The contracting structure may, at any stage of the invitation to tender process, carry out a supplier audit to assess and ensure the capacity of the after-sales service.
*Justify your professional references in ALGERIA with companies carrying out the proposed model by contracts or certificate of proper performance.
Guarantee period:
--18 months as of the signing of the provisional acceptance report of the equipment.
The supplies delivery deadline:
For the foreign tenderers:
(05) months CFR incoterm 2020 Algerian port of destination as of the entry into force of this contract.
For the Algerian tenderers:
(06) months on the Oued Smar site.
Documentation to be provided:
Spare parts catalog and on CD-ROM in French for each machine.
Repair and workshop manual in French for each machine.
User and maintenance manual in French for each machine.
Technical assistance:
A highly qualified technician on site of the buyer to carry out testing and commissioning.
Training provided by a highly qualified technician on site of the buyer for technicians and maintenance agents for one week.
Technical support during the entire warranty period.
Assistance and commissioning:
- After the assembly and installation operations, it is required to put the water injection unit under load in order to check performance.
- Technical assistance during the entire warranty period.
The required documents:
- The letter of submission of the technical offer valid for the entire process
- Delegation(s) of authority of the signatory(ies), delegations of authority for groupings;
- The commitment to provide the guarantee of the ultimate parent company or shareholders;
- The bank guarantee issued by an Algerian bank
(The absence of the tendering guarantee constitutes a reason for rejection).
Swift is not accepted.
- The letter of commitment, according to the attached model, duly signed by the tenderer;
- The signed declaration to be subscribed;
- The general information file including the administrative file;
- The technical offer signed and sealed;
- The observations and/or comments on the technical file;
- The signed and initialed draft contract;
- The authorization(s) of the manufacturer(s);
- The certificate(s) of origin(s);
- Initial the specifications and sign the last page of the specifications with the mention read and approved.
Administrative file :
- Status of the company and list of the main shareholders or partners, certified by the legal authorities of their country;
- Extract from its trade register with the electronic code; otherwise, your offer will be rejected;
- Updated tax situation in Algeria and in the countries where their head offices are located;
- Situation with respect to social security organizations in Algeria;
- Financial situation of the tenderer including balance sheets and profit and loss accounts and auditor's reports for the last three years;
- History of past and current litigation, if any;
- Extract from the criminal record for individuals;
- Power of attorney of the signatory authorized to act in the name and on behalf of the tenderer and committing the company or firm for the performance of the contract covered by these specifications. It must be original, dated and signed by the tenderer;
- Copy of the receipt of payment of the fees for the withdrawal of the specifications;
- Copy of the valid excerpt of the roll.
- The technical offers of the Algerian tenderers shall be accompanied by a bank guarantee with an amount of:
Batch 01: 1.200.000.00 DZD
Batch 02: 1.800.000.00 DZD
Batch 03: 500.000.00 DZD
The technical offers of the foreign tenderers shall be accompanied by a bank guarantee with an amount of:
Batch 01 : 8.500.00 € ou $
Batch 02 : 13.000.00 € ou $
Batch 03 : 3.500.00 € ou $
With a validity duration that is equal to the offers’ validity duration, that is 180 days, assorted by an additional period of 30 calendar days.
The opening date and time shall be communicated.
The folds containing the technical offers shall be opened in the presence of the tenderers’ representatives who would like to attend to the opening session that shall take place at the following address:

The offers’ opening date and time shall be communicated to the tenderers eventually.
The offers’ submission deadline corresponds to 30 days as of the date of publication of the invitation to tender in the Baosem.
The folds containing the financial offers shall be opened and examined in the presence of the tenderers who would like to attend or their representatives duly mandated at the financial offers’ opening and examination session that shall take place at the date, time and address mentioned in the invitation that shall be addressed to only the tenderers whose technical offers have been declared conform to the specifications’ requirements.
The tenderers keep engaged to their offers for a period of 180 calendar days as of the date of the offers’ submission.
NB: The contracting structure has the faculty of deciding to put an end to the invitation to tender’s process at any moment and before the final awarding of the contract.
