NOTICE OF CALL FOR INTERNATIONAL PRE-QUALIFICATION

 N° A.P-S/002/SH/EPM/AOP-X/2024

for the conclusion of program contracts relating to the

Project Management Contracts (PMC)

The National Company SONATRACH – Central Direction Engineering & Project Management, located in Buttes des deux Bassins Oued Romane, El Achour, Draria 16104 – Algeria- Algeria, is launching a call for International Pre-qualification with the aim of pre-selecting Companies and/or Engineer Offices for the implementation of multi-year agreements aimed at the execution of Project Management “PMC” services within the framework of EPC projects.

Object :

The scope of the PMC Services will include in particular:

Management of EPC projects (Oil & Gas, Refining, Petrochemicals, Oil and Industrial Infrastructures, Mining) during all phases of implementation (Engineering, Procurement, Construction and Commissioning); and

Development and/or verification of various Engineering studies (Conceptual Studies, Preliminary Front-End Engineering Design, Front End Engineering Design, and others...).

Eligibility criteria

Pre-qualification will be carried out according to the terms defined in the Pre-qualification File, it is open to all potentially qualified and eligible Candidates, having in particular:

1. An engineering capacity of the company of an order of magnitude of at least one Million (1,000,000) man-hours per year.

2. Have executed at least two (02) Project Management (PMC) contracts and/or Studies, including one (01) complex and large-scale project.

3. Transmission of the list of previous and/or current disputes or arbitration proceedings with SONATRACH during the last five (05) years.

Companies interested in this pre-qualification notice are informed that no company engaged by the Contracting Structure through PMC agreements, nor any company affiliated with it, will be admitted to participate in consultations for the implementation of EPC projects subject PMC conventions, launched by the Central Engineering & Project Management Department (DC EPM).

 Withdrawal Pre-qualification File :

As soon as this National and International Pre-qualification Notice is published in BAOSEM, interested Candidates who meet the eligibility criteria provided for in this notice may proceed to withdraw the Pre-qualification File free of charge from the Legal Department. /Central Engineering & Project Management Department located at the address indicated below:

- An electronic copy of the commercial register.

Candidates who have withdrawn the Pre-qualification file can obtain additional information by sending a written request, addressed to the Single Point of Contact (PUDC) mentioned in the Special Instructions for Candidates (IPC):

The period for withdrawal of the National and International Pre-qualification File is set at twenty-one (21) calendar days from 9:00 a.m. to 3:00 p.m. from the date of publication of this Notice on BAOSEM.

Presentation of the Application File:

Application files accompanied by the documents required in the pre-qualification file must be sent in a double sealed envelope comprising one (01) original, two (02) copies and one (01) electronic copy. The outer envelope must be anonymous and will only bear the following mention:

The internal envelope must indicate:

- Candidate Name;

- The social reason;

- The candidate's address.

V. Deadline submitting applications:

The deadline for candidates to submit their application file is forty-five (45) calendar days from the deadline for withdrawal of the Pre-qualification File published on the B.A.O.S.E.M.

The envelopes will be opened without the presence of the candidates.
