Engineering, procurement, Construction, commissioning and associated services to carry out an installation of pure gases & mixtures (G.P.M.) on the Sidal SPA site, located in the Reghaia industrial zone, Algiers.

(In two stages)

The Company for the installation and distribution of Technical Equipments in Algeria - SIDAL SPA issues a national and international restricted invitation to tender relating to:

Engineering, supply, construction, commissioning and associated services for the installation of pure gases & mixtures (G.P.M.) on the Sidal SPA site, located in the Reghaia industrial zone, Algers- Algéria

Only manufacturers of pure and mixed gases installations are admitted and invited to participate in the call for tenders.

The tender document may be withdrawn from the Finance and Accounting Department of SIDAL SPA, located at Zone Industrielle de Réghaia, Wilaya d'Alger, against  payment of a non-refundable amount of One Hundred and Fifty Thousand Algerian Dinars (150 000,00 DA Net) for local tenderers and One Thousand Euro (1000 EUR Net) for foreign tenderers.

Failing this, payment will be made by transfer to the  SIDAL account BNP PARIBAS EL DJAZAIR Address : Cité Cadat N090 16 000, Rouïba - Agence Rouiba :

The withdrawal of the Tender Document from the Finance and Accounting Department will be done upon presentation of the payment receipt together with a copy of the commercial registration, the identity card of the company representative, a mandate and the wet stamp.

Withdrawal for foreign tenderers via electronic messaging will be done after  transmission of the swift, confirmation by the bank of receipt of funds on the SIDAL account, and a copy of the commercial registration.

Proofs of payment relating to the withdrawal of the tender documents (bank notices) must be made out in the name of the tenderer.

The two-stages tendering mode applies to the present call for tenders.

Under this call for tenders, technical offers without any price indication shall be submitted at the first technical stage and financial offers shall be submitted at the financial stage (Only bidders whose technical bids is declared compliant with the tender document  requirements by the technical bid evaluation committee shall be authorised to submit a financial bid under the the second stage). Offers must be handed over to the registry office/ Legal Department- Direction Générale SIDAL SPA, located at the Réghaia industrial zone, Wilaya of Algiers.

The deadline for withdrawing the tender dossier (DAO) is Thirty (30) days, from the date of publication of the notice of this invitation to tender in the BAOSEM until the closing date at twelve o'clock p.m.(12h00 p.m.).

If the closing date coincides with a public holiday or weekend (Friday and Saturday), the deadline is extended to the next working day.

The time limit for preparing and submitting of technical offers is Sixty (60) days, from the date of publication of the notice of this invitation to tender in the BAOSEM until the closing date at twelve o'clock p.m. (12:00 p.m.).

If the closing date coincides with a public holiday or weekend (Friday and Saturday), the deadline is extended to the next working day.

NOTE :

- The Tender Documents will be given only to the Tenderer's duly authorised representative wishing to participate in this invitation to tender.

- The Tender Documents may be communicated to any candidate who  requests it by electronic means.

- Candidates appearing on the blacklist of companies established by the the energy sector cannot withdraw these tender documents.

- The amount paid for the withdrawal of the Tender Document and all related costs are, under no circumstances, refunded.
