NATIONAL AND INTERNATIONAL RESTRICTED INVITATION TO TENDER

The National Society of Civil Engineering and Building GCB – Western Region Directorate, located at Route de Tlélat Industrial Zone of Arzew BP N° 114 – Arzew is launching a restricted national and international call for tenders for:

Execution of maritime works (off-shore) at the seawater desalination plant project in Cap Blanc.

Only bidders who have completed two similar contracts may participate and withdraw the specifications at the following address;

Or by email at the following address; juridique.gcbdro@gmail.com. as soon as it is published on the BAOSEM. Upon presentation of a letter of accreditation and against a non-refundable payment of:

- Five Thousand Dinars, (5,000.00 DA) for bidders under Algerian law to the GCB/ DRO bank account No. 002000707004160418 81 opened with the Agency of the External Bank of Algeria BEA BP 38 31200 El Marsa -Arzew - Wilaya d’Oran - Forty-five Euros (45) € for bidders under foreign law to the GCB/ DRO bank account No. 002000707004160418 81 opened with the Agency of the External Bank of Algeria BEA BP 38 31200 El Marsa -Arzew - Wilaya d’Oran.

The single (01) stage submission method applies to this call for tenders. Under this call for tenders, technical offers, without any indication of price and financial offers, must be submitted simultaneously in two separate envelopes contained in the same envelope, to the address GCB- Direction Région Ouest -Route de Tlélat Zone Industrielle d’Arzew The outer envelope must be anonymous and include the following statement:

Notice of National and International Restricted Call for Tenders No. 155/GCB-DRO/TEC/2024, relating to:

EXECUTION OF MARITIME WORKS (OFF-SHORE) AT THE SEAWATER DESALINATION PLANT PROJECT IN CAP BLANC.

The offers are accompanied by a bid guarantee in the amount of: Thirty Million Dinar, 30,000,000.00 DA, for National bidders. Two Hundred And Twenty Five Thousand Euro, 225 000 EUR, for foreign bidders. Whose validity period is equal to the validity period of the offers, 180 days, with an additional period of 30 calendar days.

The deadline for submission of offers by bidders or their duly authorized representatives is set at Twenty-one (21) days from the first publication of this call for tenders notice in BAOSEM. The date and time of opening of the bids will be communicated to the bidders at a later date.

The bids containing the technical offers will be opened in the presence of the representative(s) of the bidders who so wish at the opening session which will take place at the address:

GCB-Direction Générale-Prolongement Boulevard de l’ALN, BP 110 BOUMERDES.

The envelopes containing the financial offers will be opened and examined in the presence of the bidders who wish to attend or their duly appointed representatives during the opening session and examination of the financial offers which will take place on the date at the time and at the address mentioned in the invitation which will be sent only to the bidders whose technical offers declared compliant with the requirements of the Call for Tenders Document. The bidders will remain committed to their offer for a period of One Hundred and Eighty (180) calendar days from the date of submission of the offers.

NB: GCB reserves the right to cancel this call for tenders notice at any time during the procedure stage, for reasons of which it remains the sole judge.
