المشروع إنجاز محطة برية صنف "ب" بالطاهير .
الحصة رقم 01:تحضير الارضيةالاشغال الكبرى + اشغال الطرق والشبكات المختلفة و حائط السياج (الشطر الاول)
الحصة رقم 02: أشغال بناء الجدران ، التلبيس،التنهية والسقف المستعار، المساكة، الكهرباء، الترصيص الصحي، النجارة، الذهن، التبريد المركزي، أشغال وتجهيز الملحقات، المصعد + أشغال الطرق والشبكات المختلفة وحائط السياج ( الشطر الثاني).
يمكن المشاركة في طلب العروض الوطني مع اشتراط قدرات دنيا المتعهدون الذين يثبتون امتلاكهم للقدرات، المؤهلات ، الموارد البشرية و المالية اللازمة للقيام بانجاز المشروع والمتمثلة في :
الحصة 01 +الحصة رقم 02:
• قدرات مهنية : شهادة التأهيل والتصنيف الدرجة السادسة (06) فما فوق في ميدان البناء كنشاط رئيسي ( سند الايداع غير مقبول)
•قدرات مالية: تقديم مجموع رقم الاعمال للثلاث سنوات (2021، 2022، 2023) يفوق أو يساوي 000.00 000 500 دج
• قدرات تقنية:
- مراجع مهنية : انجاز مشروع شبيه في ميدان البناء أو التجهيزات العمومية من الصنف د"فما فوق مبررة بشهادة حسن الانجاز تحمل تاريخ الإستلام النهائي أو عبارة مستلمة نهائيا أو مرفوقة بمحضر الإستلام النهائي من طرف أصحاب المشاريع العمومية.
وسائل بشرية: يملك على الأقل رئيس مشروع مهندس أو ماستر في الهندسة المعمارية أو المدنية ذو خبرة على الأقل 05 سنوات مبررة بالسيرة الذاتية، الديبلوم، شهادات العمل + شهادة الإنتساب لدى Fiche de carriere+CNAS
ملاحظات :
- كل متعهد يقدم مدة انجاز تفوق المدة الادارية المحددة بـ 24 شهرا بالنسبة للحصة رقم 01 و10 أشهر بالنسبة للحصة رقم 02، لا يتم تنقيطه في هذا المعيار ( تمنح له النقطة 00 في مدة الانجاز )، وفي حالة كونه متأهل تقنيا وكان أقل عرض مالي تعتبر مدة الانجاز الإدارية هي مدة انجاز المشروع ، وفي حالة رفضه المدة الإدارية يقصى تلقاءيا .
- في حالة عدم استفاء أحد شروط التأهيل الاولى، فان العارض يرفض تلقائيا
- القائمة الموجزة بالوثائق المطلوبة:
1. ملف الترشح: التصريح بالمترشح + التصريح بالنزاهة. .... الخ ...... 2. العرض التقني: التصريح بالإكتتاب - المذكرة التقنية التبريرية ..
...... الخ
3. العرض المالي: رسالة تعهد + جدول الأسعار الوحدوية. ....... الخ
العرض يجب أن يوجه إلى السيد مدير النقل لولاية جيجل (أمانة المدير) وتتكون العروض من ملف الترشح، عرض تقني وعرض مالي في أظرفة منفصلة ومختومة، هذه الأظرفة توضع في ظرف خارجي مبهم، مغلق ومغفل يحمل عبارة:

طلب العروض وطني مفتوح مع اشتراط قدرات دنيا رقم 2024/01 المشروع: إنجاز محطة برية صنف "ب" الطاهير الحصة رقم 01+ الحصة رقم 02 "لايفتح إلا من طرف لجنة فتح الأظرفة و تقييم العروض"
مدة تحضير وإيصال العروض التقنية و المالية محددة ب 21 يوم ابتداء من أول نشر للإعلان عن طلب العروض في النشرة الرسمية للصفقات المتعامل العمومي (BOMOP) أو في الصحافة الوطنية.
يوافق يوم وآخر ساعة إيداع العروض آخر يوم من مدة تحضير العروض قبل الساعة 13 سا و00د وإذا صادف تاريخ إيداع العروض يوم عطلة أو يوم راحة قانونية فإن مدة تحضير العروض تمدد إلى غاية يوم العمل الموالي.
يوم وساعة فتح الأظرفة يوافق اخر يوم من مدة تحضير العروض على الساعة 14 سا و يكون ذلك على مستوى مقر مديرية النقل لولاية جيجل الكائن مقرها بالمدخل الشرقي الكلم الثالث جيجل.
عملية فتح الأظرفة تكون في جلسة علنية في اليوم الموافق لتاريخ إيداع العروض، وبإمكان العارضين الحضور إن أرادوا ذلك .
يعتبر هذا الإعلان بمثابة دعوة للمتعهدين لحضور الجلسة العلنية لفتح الأظرفة، ويتم إثبات حضورهم بالإمضاء على سجل خاص لذلك يبقى المتعهدون ملزمون بعروضهم مدة تساوي مدة تحضير العروض تضاف إليها ثلاثة أشهر ابتداء من تاريخ إيداعهم العروض و في حالة المؤسسة الحائزة على الصفقة تمدد آجال صلاحية العروض تلقائيا بشهر إضافي.
