NOTICE OF OPEN NATIONAL AND INTERNATIONAL INVITATION TO TENDER WITH MINIMUM CAPACITY REQUIREMENT

N° 03/AO/BDN/ALNAFT/2024

FOR SUPPLY, INSTALLATION, INTEGRATION, ADAPTATION AND COMMISSIONING OF A WEB PORTAL FOR

THE NATIONAL DATABASE (BDN) OF THE ALNAFT AGENCY

The National Agency for the Valorization of Hydrocarbon ressources (ALNAFT) is launching an open national and international call for tenders with minimum capacity requirements for :

Supply, installation, integration, adaptation and commissioning of a web portal for ALNAFT's National Data Bank (BDN).

The services relating to the present call for tenders cover:

- Development of the complete hardware and software architecture of the Solution;

- The supply, installation, integration, adaptation and commissioning, on behalf of ALNAFT, of a web portal for the National Data Bank (NDB) that meets the functional and technical requirements set out in this tender;

- The supply, installation and commissioning of the hardware and software required for the deployment and security of the Solution, as well as any other hardware and/or software prerequisites required;

- Integration of the Solution into ALNAFT's IT environment;

- Integration of the Web Portal into the National Data Bank (NDB) system;

- Development of deployment, operation and maintenance documents and procedures;

- Training and skills transfer;

- Warranty, support and maintenance.

Maximum time for completion of services and commissioning: 7 months from the date of entry into force of the Contract.

This call for tenders is open to national and international companies or groups of companies that have carried out at least two (02) “Web Portal” projects in the last seven (7) years, and have experienced and certified staff in at least one of the technologies included in the proposed Solution, in relation to the fields (Web Portal, Web Application Firewall, Multi-factor authentication, DBMS, GIS, Operating system, hypervisor).

A “Web Portal” is a web application for accessing, consulting, viewing, extracting and making available data and information relating to the hydrocarbon Exploration & Production (E&P) sector.

Interested companies must first pay the non-refundable sum of 10,000 DA.

Interested companies are informed that they must sign a letter of confidentiality when withdrawing the tender documents.

The deadline for withdrawal of the tender documents is set at fifteen (15) calendar days, at 12:00 noon, local time, from the date of first publication of the tender notice on BAOSEM.

The specifications must be withdrawn by the agent or his designated representative.

The bidding procedure is in one (1) stage with simultaneous submission of the technical bid and the financial bid.

Tenderers' bids must include an application file, a technical bid and a financial bid, and must be submitted in a sealed envelope marked “TO BE OPENED ONLY BY THE BID OPENING AND EVALUATION COMMITTEE - NATIONAL AND INTERNATIONAL OPEN TENDER TENDERING WITH MINIMUM CAPACITY REQUIREMENTS N°03/AO/BDN/ ALNAFT/2024”.

Bids are accompanied by a bid bond of one and a half percent (1.5%) of the amount of the bidder's offer.

The deadline for submission of tenders is forty-five (45) calendar days from the date of publication of the tender notice on BAOSEM at 10:00 a.m. local time. If this day is a public holiday, or coincides with a day of legal rest, the deadline for submission of bids will be the next working day at the same time.

The technical and financial bids will be opened at 10:30 a.m. local time at ALNAFT's head office at the above address, in the optional presence of representatives of the bidders who have submitted bids.

Bidders will remain bound by their bids for a period of sixty (60) calendar days from the bid submission deadline.
