Deadline for submission of bids is forty-two (42) days from the date of publication of this notice on BAOSEM.

Tenderers have a period of twenty-one (21) days from the date of publication of the tender notice on BAOSEM to collect the specifications.

Tenderers have forty-two (42) days from the date of publication of the tender notice in the BAOSEM to prepare their offers.

The single step bidding procedure applies to this invitation to tender.

Under the present call for tenders, Technical offers, without any indication of the price, and financial offers must be submitted simultaneously in two separate envelopes contained in the same envelope, marked "not to be opened" to the address below.

Eligibility or preselection conditions are:

Qualification criteria: Tenderers will be selected on the basis of the criteria listed below, namely:

- Legal financial situation;

- The supplier must have the necessary resources in Algeria to ensure after-sales service and the sale of spare parts for preventive wear and maintenance;

- The technical offer must be accompanied by sales references (in the Saharan environment) for the proposed scaffolding model, certifying its reliability (any sales references for a scaffolding model other than the proposed one will be considered as incomplete.

- Sales references certifying the reliability of the proposed model must be issued by at least three (03) different clients.

List of required documents (Technical Offer)

- Power of attorney of the delegated person, delegation(s) of authority for groupings;

- The original of the bid bond equal to the amount indicated in the DPAO;

- The commitment letter, duly signed by the bidder;

- The declaration to be subscribed, duly signed by the bidder;

- Ethical rules duly initialed and approved by the bidder;

- Commitment of parent company;

- The general information file including the administrative file as detailed in the DPAO;

- The technical bid itself, as detailed in Section 04 (technical file);

- Observations and/or comments on the technical file;

- Comments and proposals on the draft contract;

- The confidentiality letter, duly signed by the bidder;

- The submission letter of the technical offer, duly signed by the bidder;

- Manufacturer's authorization(s);

- Approved and initialled specifications and draft contract;

- Tender documents bearing the words "read and accepted" on the last page.

List of required documents (Financial Offer)

The financial offer, submitted at the same time as the technical offer, must contain the following documents:

- The price submission letter, in accordance with the model defined in the DPAO, completed, initialled on all pages and signed;

- The price breakdown and/or price list duly completed by the bidder;

- Delegation of authority authorizing the offer signing person(s) to bind the bidder.

- The price offer.

Technical and financial offers must be accompanied by the legal documents listed in the specifications.

Tenderers must meet all the eligibility requirements set out in the tender documents.

Only the BOG receipt stamp affixed to the envelope will be deemed authentic.

If the closing date coincides with a public holiday and/or a rest day, offers may be submitted the next working day.

Technical bids must be accompanied by a bid bond of One Million Eight Hundred Thousand Dinars (1.800.000,00 DA) for national bidders, and Eighteen Thousand Euros (18,000 €) for foreign bidders, the validity period of which is equal to the validity period of the bids, i.e. 120 days with an additional period of Thirty (30) calendar days.

The offers containing the technical offers will be opened in the presence of the bidders' representative(s) who so wish at the public opening session which will take place at the following address, the date of which will be communicated in due course.

the envelopes containing the financial offers will be opened and examined in the presence of the bidders who wish to attend or of their duly appointed representatives at the financial offer opening and examination session which will take place on the date, at the time and at the address mentioned in the invitation which will be sent only to the bidders whose technical bids have been declared compliant with the requirements of the tender Documents.

Tenderers will remain bound by their offer for a period of one hundred and twenty (120) calendar days from the date of opening of the technical offers.
