N° 86/2024/APPROS/HMD
1.The National Company for Hydrocarbons Research, Production, Transport, Transformation and Commercialization named SONATRACH, Exploration and Production, Production Division, Regional Direction of Hassi-Messaoud, launches a National and International Invitation to tender for Supply of spare parts for KOREA HEAT EXCHANGER gas and oil air cooler
2. The withdrawal of the invitation to tender file is done only electronically to the email address DPHMD.RETRAITDESDAO@Sonatrach.dz, against transmission of the proof of payment of the amount indicated below, the proof in question must obligatorily include the references of the call for tenders and information on the tenderer, namely his company name, telephone and fax numbers and email.

6. Delegation(s) of powers of the signatory(s), delegations of powers for the Groups, following the attached model. [This delegation(s) must be granted by the statutory bodies of the Bidder]
7. Guarantee commitment from the ultimate parent company or shareholders, following the attached model;
8. Observations and comments on the technical offer in relation to the technical file;
9. The signed and sealed DAO bearing, on its last page, the words “read and approved”

For the bidder under Algerian law:
1) Copy of the extract from the electronic commerce register. This requirement is a condition of acceptance of the technical offer.
2) Authenticated statutes of the company.
3) Balance sheets and TCR, for the last three (03) financial years certified by an auditor or an approved chartered accountant as the case may be.
4) Professional references in the field duly justified by certificates of good execution issued by the bidder's clients, and a list of the main contracts.
5) Power of the signatory authorized to act in the name and on behalf of the tenderer and committing the company or enterprise to ensure the supply covered by this tender document. It must be dated and signed by the tenderer.
6) Tax certificate justifying the regular situation of the bidder vis-à-vis the Algerian tax administration (extract of role cleared and updated 03 months maximum or with maturity in case of debts).
7) Social certificates justifying the regular status of the bidder with social security organizations in accordance with Algerian legislation.
8) Copy of the receipt for payment of the withdrawal fees from the tender file.
9) Tax identification card.
10) The extract from the criminal record for natural persons.
11) History of past and current disputes, if applicable.
12) Certificate of legal deposit of corporate accounts.
For the foreign law bidder:
1) Extract from the commercial register with certificate of existence or K-bis, issued by the competent bodies.
2) Authenticated status of the company and list of the main shareholders or associates of the bidder certified by the Algerian consular authorities in the bidder's country.
3) Balance sheets and TCR, for the last three (03) financial years certified by an auditor, or approved by an approved chartered accountant as the case may be.
4) Professional references in the field duly justified by certificates of good execution, issued by the bidder's clients, and a list of the main contracts.
5) Power of the signatory authorized to act in the name and on behalf of the tenderer and committing the company or enterprise to ensure the supply covered by this tender document. It must be dated and signed by the tenderer.
6) Certificate of non-bankruptcy.
7) Copy of the receipt for payment of the withdrawal fees from the tender file.
9) History of past and current disputes, if applicable.
The financial offer is guaranteed as follows:
For Foreign tenderer:
a guarantee of:
Fourteen thousand Euros (14 000.00 €)
Established by an Algerian bank against guarantee of a foreign bank of first order.
For national tenderer:
a guarantee of:
Two million Algerian Dinars (2 000 000.00 DA)
Established by an Algerian bank.
The tender guarantee can be included in the technical offer, or can be submitted to the Tender Opening Committee by the Tenderer or his authorized representative on the day of the opening of the technical tenders.
Whose validity is equal to the period of bid validity, one hundred twenty (120) days, with a deadline additional thirty (30) calendar days from the opening date of the tenders containing the technical offers.

Financial situation
The financial criteria will be used to establish whether the Bidder has the financial capacity to perform the contract satisfactorily.
Bidders must have a healthy and balanced financial situation, to ensure in particular the availability of sufficient liquidity to execute the contracts without cash flow difficulties.
Technical supply capacity and experience
The Contracting Structure requires a minimum experience of three (3) years that the bidder (and the Manufacturer whose products he markets, if applicable) must have to be deemed capable of supplying the goods linked to this call for tenders.;
Have an electronic commerce register, under penalty of rejection of the offer, bearing activity code(s) corresponding to the subject of the call for tenders and constituting their main activities;
The quality will comply with the requirements of the Tender File, according to the technical sheets for each item.
