NATIONAL AND INTERNATIONAL OPEN INVITATION TO TENDER

N° 01 DEN.BSAI.SP1.GTP/2024

The National Company of Big Oil Works; represented by the Engineering Directorate, issues a national and international open invitation to tenders regarding:

Acquisition of supplies for a 9 000 m³ fire water storage tank and related services.

For the project: Compliance of the fire protection system at the oil storage park pumping station SP1/In Amenas

The tender dossier can be withdrawn from the above addresses by all interested tenderers, Twenty-One (21) days utmost, as soon as the publication of this notice in the Baosem, on presentation of a nominative commitment with the company’s headline on paper to the person entitled for the withdrawal, and proof of payment of a non-refundable amount of:

• Thirty Thousand Algerian Dinars (30 000.00 DA) paid in cash at the cash office located on the ground floor of GTP SIEGE/REGHAIA administrative building, or by bank transfer to ENGTP account N° 002 00006 060 06 60 203-22, in the External Bank of Algeria, Agence Rouiba, Rue Hassiba Ben Bouali, Rouiba, Algiers.
• Or Two hundred Euros (€200.00) by bank transfer to ENGTP's account N° 001 00641 0310000031 74, SWIFT CODE: BNALDZALXXX the National Bank of Algeria, Agence 641 Rouiba, Rue Hassiba Ben Bouali, Rouiba, Algiers.

The Two steps tendering mode applies to this invitation to tender.

For the first step, the technical offers, without any indication of the price of the invitation to tender’s contract, must be submitted in three separate envelopes contained in a single sealed envelope marked “not to open” as indicated above:

The deadline for the offers’ submission of is Thirty (30) days as of the date of publication of this notice in the Baosem.

Whose validity duration is equal to the validity duration of the offers, that is 180 days, assorted by an additional period of Thirty (30) calendar days.

The submission bail is an integral part of the technical offer.

The submission bail may be handed over to the Offers’ Opening Commission by the tenderer or its mandated representative on the day of the technical offers’ opening.

The offers  shall be opened in the presence of the tenderers’ representative(s) who would like to attend to the public opening session which will take place at the address mentioned above, whose date shall be communicated by an invitation letter.

The tenderers shall remain bound to their offers for a period of One Hundred and Eighty (180) calendar days as of the date of opening of the technical offers.

Tenderers whose technical offers have been declared conform shall be invited to submit a financial offer.

The offers, for the second step shall be opened in the presence of the representative(s) of the tenderers who would like to the opening session, to whom it shall be notified by an invitation letter.

Eligibility conditions:

The tenderers must respond the qualification criteria to perform the contract based on the following criteria:

• Experience of the Manufacturer /Supplier in manufacturing the requested Supply under climatic conditions is a minimum of Three (03) years (the Tenderer must submit successful completion certificates).
• Professional references in the field.
• The technical capacity and experience criteria will be used to determine whether the supplier has the capacity to perform the contract adequately.
• The Tenderer shall provide, by customer name, professional references for contracts of a similar nature to those described in the tender documents which the Tenderer has successfully carried out. Such references shall include as a minimum:
• Customer name;
• Places and periods of provided services;
• Certificates of good execution duly signed by the different customers.

N.B:The references in points 1 and 2 must be provided in a document bearing the supplier’s letterhead and signature.

The technical offers must be accompanied by the regulatory documents listed in the specifications.

And any other information or documents to be supplied by tenderers, if specified in the tender documents. For this purpose, tenderers should use the corresponding documents and templates included in the tender dossier.

The above- mentioned documents are mentioned in the tender documents in article IS: 7.2.

The technical offers must contain the following documents:

• The submission letter of the technical offer, in accordance with the model attached to Section 4 of the DAO;
• The subscription declaration, in accordance with the model attached to Section 4 of the tender documents;
• Declaration of probity, in accordance with the model attached to Section 4 of the tender documents;
• The confidentiality letter, in accordance with the model attached to Section 4 of the tender documents;
• The commitment letter, in accordance with the model attached to Section 4 of the tender documents;
• Tender guarantee (bond) bearing minimum indications and equal to the Amount indicated in the above-mentioned table and in accordance with the model attached to Section 4 of the tender documents:
• Denominated in Algerian Dinar and issued by a bank incorporated under Algerian law for tenderers incorporated under Algerian law;
• Denominated in convertible foreign currency and issued by a bank incorporated under Algerian law, counter-guaranteed by a first-rate foreign bank for bidders incorporated under foreign law;
• The general information file and the administrative file, as detailed in points 10 and 11 below;
• The technical offer itself, including the relevant Contract documents, in particular those highlighting the Tenderer's qualifications, certifications, approval, execution plans and methodology, proposed technical solution and experience;
• Delegation of authority authorizing the offer signing person(s) and the group(s), empowering the signatory(ies) of the bid to bind the tenderer;
• Undertaking to provide a guarantee from the ultimate parent company or majority shareholders, if applicable;
• Observations and/or comments on the technical bid in relation to the technical file, if applicable;
• Observations and/or comments on the draft contract, if applicable;
• The draft contract signed and initialed on all pages;
• Manufacturer's authorization(s);
• The tender documents with its last page marked: Read and Approved  

And any other information or documents to be supplied by tenderers, if specified in the DPAO. For this purpose, Tenderers shall in particular use the corresponding documents and models included in the Tender document.

The above-mentioned documents are cited in article IS: 7.2 of the DAO.

The tenderers must include the following general information with their technical offers:

• Details of its organization and structure, including for each Member of a group or consortium;
• Documents relating to its qualifications in the field of the Contract concerned, as well as professional references;
• Details of its current and projected workload;
• Preliminary manufacturing plan;
• ISO certification or equivalent, company quality plan and/or qualification certificate;
• Documents proving the qualifications and key personnel experience;
• Documents proving its financial, technical and manufacturing capacities, necessary to execute the Contract;

Tenderers must include the following administrative documents with their technical offers:

• Articles of association and list of principal shareholders or associates, certified by the relevant authorities in their country;
• Copy of the extract from the electronic trade register (Kbis extract);
• Tax status in Algeria and in countries where the company has its head office;
• Social security status in Algeria;
• The tenderer's financial situation, including balance sheets, profit and loss accounts and auditor's reports for the last three (03) years, and any other financial documents required in the tender documents
• History of past and current litigation, if any.
• Extract from the criminal record for individuals;
• Power of attorney of the signatory authorized to act in the name and on behalf of the tenderer and binding on the company or firm for the performance of the contract covered by this invitation to tender. It must be original, dated and signed by the tenderer.
• Copy of the payment voucher of the specifications’ withdrawal fee.
