SONATRACH, Exploration-Production Activity, Production Division, Procurement and Transport Direction, located 08 chemin du réservoir, Hydra Alger – Algérie, invites to an open national and international call of tender for:

Supply of chemicals for specific treatment of units and production fields in the Regional Directions of Haoud Berkaoui, Rhourde E Baguel et In Amenas.

Lot N°01: 560 barrels of demulsifier intended for the production center of the Regional Directorate of Haoud Berkaoui

Lot No. 02: 560 barrels of demulsifier intended for the Benkahla production center of the Regional Directorate of Haoud Berkaoui

Lot No. 03: 560 barrels of demulsifier intended for the Guellala production center of the Regional Directorate of Haoud Berkaoui

Lot No. 04: 1500 drums of demulsifier intended for the Regional Directorate of Rhourde El Baguel.

Lot N°05: 400 barrels of demulsifier intended for the Regional Directorate of In Amenas.

Important:

This notice applies to manufacturers and exclusive distributors of chemicals specialized in the field, having already tested products, following the successful results achieved industrial trials at the production units of the Regional Directions of Haoud Berkaoui, Rhourde E Baguel et In Amenas.

Manufacturers of chemicals having not yet tested products may participate in this invitation to tender, provided conduct the tests for industrial eventual approval at the sites, in accordance with internal procedure in force, and joined in the specification.

no later than Forty (40) days, before 3:00 p.m. from the first publication, in paper format, of this notice in the Energy and Mining Tenders Bulletin (BAOSEM), by any interested tenderer, against payment of a non-refundable amount of:

One Hundred Euro (100 €), for foreign tenderers,

Fifteen Thousand Five Hundred Dinars (15 500 DA), for national tenderers.

Tender documents will only be submitted to the only representative duly authorised by the tenderer wishing to take part in this invitation to tender. The mandate must contain the details of the bidder (professional e-mail, fax number and telephone)

Tenderers appearing on the black list of Companies in the Energy and Mining Sector cannot be removed from this Call for Tenders.

The one (01) single stage submission mode, with simultaneous submission of the technical offer and the financial offer, applies to this Call for Tenders.

Under this invitation to tender, technical tenders, without any indication of price and financial tenders, accompanied by the documents required in the tender documents, must be inserted in sealed inner folds, separated (1^st Cover: Technical Offer, 2nd Cover: Financial Offer) and placed in a single anonymous sealed outer cover bearing, only the following indication:

The deadline for the submission of tenders is Sixty (60) days, before 3:00 p.m. from the first publication in paper format of this notice in the Energy Sector Tender Bulletin (BAOSEM).

In all cases, the receipt stamp of the office of the Production Division or of the office of receipt of tenders shall be authentic.

Any submission received after this deadline will be considered null and void.

In the event that the closing date coincides with a holiday and/or day off, the covers will be deposited the next business day.

The deadline for receipt of requests for clarifications is Ten (10) days before the date of submission of tenders indicated above.

The deadline for the withdrawal of tender documents is Forty (40) days, before 15.00 p.m. before the date of submission of the above-mentioned tenders.

The technical offers are accompanied by a bid guarantee of:

The tenderers subject to Algerian law: will provide a bid bond of an amount of:

One Million Seven Hundred And Fifty-Five Thousand Algerian Dinars (1,755,000 DA) for lot N°01,

One Million Seven Hundred Fifty-Five Thousand Algerian Dinars (1,755,000 DA) for lot N°02,

One Million Seven Hundred And Fifty-Five Thousand Algerian Dinars (1,755,000 DA) for lot N°03,

Four Million Seven Hundred And Ten Thousand Algerian Dinars (4,710,000 DA) for lot N°04.

The period of validity shall be equal to the period of validity of the tenders, that is, One Hundred Eighty (180) days from the date of opening of the envelopes containing the technical tenders

The tender guarantee may be submitted by interested tenderers on the day on which the technical offers are opened.

The technical offers and the financial offers must contain the documents listed in the Call for Tenders file..

The technical bid envelopes will be opened in the presence of the representative(s) of the tenderers who so wish, at the opening session, the location and date of which will be communicated to them by invitation letter.

The envelopes containing the financial offers will be opened in the presence of the tenderers who wish to attend or their duly appointed representatives, to be held on the date, time and address mentioned in the invitation, which will be addressed only to tenderers whose technical bids have been declared compliant with the requirements of the Tender Document.
