The Company SONATRACH - Exploration Activity _ Production - Production Division - Rhourde Nouss Regional Direction located at BP 27 Hassi Messaoud – Ouargla launches a National and International Invitation to Tender for of:
Supply of replacement parts for :

And this, no later than Forty-five (45) days calendar days from the date of publication of the notice of invitation to tender at Tender Notice Bulletin for the Energy Sector BAOSEM at 6:00 p.m., by all interested candidates, against payment of an amount non refundable of Eight thousand Algerian Dinars (8 000,00 DA) for bidders under Algerian law and Sixty Euros (60,00 €), Seventy US Dollars (70,00 $) or Fifty-two Pounds Sterling (52,00 £) for foreign bidders. The payment will be made by transfer to the bank account N ° 002 000050503264 125 56, opened with the Bank Foreign of Algeria "B.E.A". Agency N ° 005, Djenane El Malik - Hydra - Algiers.
The proof of payments relating to the withdrawal of the DAO (Bank advice) must be drawn up in the name of the tenderer.
The proof of payment, the extract from the commercial register electronic or K-bis and the tenderer's contact details must be sent to the E-mail address mentioned above.
The submission mode in one (01) step applies to this Tender.
Under this invitation to tender, technical offers, without any indication of price and financial offers must be submitted simultaneously in two (02) separate envelopes contained in the same envelope, to the following address:

In the event that the closing date coincides with a statutory holiday or legal day of rest, the bids may be deposited the next business day.

The validity period of which is equal to the validity period of the technical offers, one hundred and twenty (120) days from the opening date of the bids containing the technical offers, plus an additional period of thirty (30) calendar days.
The original of the bid guarantee is submitted by the Bidder in the envelope containing the technical offer or deposited by the Bidder or his authorized representative, at the latest, the day of the Technical COP meeting and before the opening of bids.
N.B :
- The guarantee deposit must be original else the bid will be rejected;
- SWIFT will not be taken into consideration.
The bids containing the technical offers will be opened in the presence of the tenderer representative(s) who so wishes at the opening session, which will take place at the following address :

The opening date of the bids will be at the latest thirty (30) days at 09h00 after the deadline for submission of bids.
The envelopes containing the financial offers will be opened and examined in the presence of the Bidders who wish to attend or their duly designated representatives during the opening and examination session of the financial offers which will take place on the date, at time and at the address mentioned in the invitation which will be sent only to Bidders whose technical offers declared comply with the requirements of the Invitation to Tender Documents.
Bidders will remain committed to their offers for a period of one hundred and twenty (120) calendar days from the date of opening of the envelopes containing the technical offers.

6. The signed draft contract ;

9. Sonatrach's ethical rules, according to the model attached to Section 4 "Model documents", returned duly approved by the tenderer ;
10. Professional reference of Supplies of a similar nature to those described in this Tender File and/or justified by certificates of successful completion ;
11. Technical Data Sheets for the Supply to be delivered as part of this Tender File ;

FOR THE BIDDER OF ALGERIAN LAW :
1. Copy of the authenticated articles of association of the company indicating the list of the main shareholders or partners;
2. Copy of the extract from the electronic commerce register bearing the activity code corresponding to the subject of the Invitation to Tender;
3. Certificate of legal deposit of corporate accounts, for commercial companies registered with the National Center of the Commercial Register;
4. Role extract (recent and cleared) or with a payment schedule;
5. Situation with regard to social security organizations (CNAS, CASNOS update, In accordance with Algerian regulations) ;
6. Tax identification card and/or tax registration certificate and/or NIF attribution certificate;
7. Financial situation of the Bidder including the balance sheets and income statements certified by an Auditor or a chartered accountant as the case may be and the reports of the Auditor for the last three (03) years;
8. Extract from the criminal record for natural persons;
9. History of past and current disputes with Sonatrach "in the event that the Bidder has no disputes, he must provide a document marked None";
10. Copy of the payment receipt for the withdrawal of the Tender File.
FOR THE BIDDER OF FOREIGN LAW:
1. Copy of the authenticated Statutes of the company indicating the list of the main shareholders or associates of the Bidder certified by the Algerian Consular Authorities;
2. Copy of the extract from the commercial register with certificate of existence or K-Bis (Certified by the Algerian Consular Authorities) ;
3. Financial situation of the Bidder including balance sheets and profit and loss accounts certified by an auditor or an approved chartered accountant as the case may be and the Statutory Auditor's reports for the last three (03) years;
4. Tax identification as the case may be;
5. History of past and current disputes with Sonatrach "in the event that the Bidder has no disputes, he must provide a document marked None";
6. Certificate of non-bankruptcy;
7. Copy of the payment receipt for the withdrawal of the Tender File.
N.B: for foreign bidders, the copy of "Authenticated Status, Trade Register, Financial Situation" will be accompanied by a translation into French certified by the Algerian consular authorities.
