The National Company of Big Oil Works (ENGTP), Central Logistics Directorate, located in reghaia BP 09 Algiers issues a national and international open competitive invitation to tender regarding:

SUPPLY OF TWO (02) MULTIDIRECTIONAL SCAFFOLDINGS 10,000 M²

The Tender Documents may be withdrawn from the following address:

The offers submission deadline is 30 days as of the date of publication of this notice on BAOSEM.

Tenderers have a period of 10 days as of the date of publication of the tender notice on BAOSEM to withdraw the specifications.

Tenderers have a period of 30 days as of the date of publication of the tender notice in the BAOSEM to prepare their offers.

The single-stage submission method applies to this invitation to tender.

Concerning this invitation to tender, the technical offers, without any indication of the price of the contract in question, and the financial offers must be submitted simultaneously in two separate envelopes contained in the same envelope, marked "A NE PAS OUVRIR" at the above address.

The conditions of eligibility or preselection are:

Qualification criteria: Tenderers will be selected on the basis of the criteria set out below, namely:

- Sound financial situation;

Equipment compliant with mining requirements and current Algerian regulations (delivery of a letter of commitment for the provision of documents required by Algerian regulations, and as required in the technical specifications framework);

The supplier must have the necessary means in Algeria to provide after-sales service and ensure the sale of wear and preventive maintenance spare parts.

Attach to the technical offer of sales references of the proposed model of the scaffolding certifying its reliability (Any reference to the sale of a scaffold model other than the one proposed is not relevant in the evaluation of the tenderer’s technical offer and is considered incomplete);

The certificates of the sales references of the proposed model certifying its reliability must be established by at least three (03) different customers.

List of required documents (content of the technical offer)

- The delegation(s) of powers of the signatory(ies), the delegations of powers for the Groupings;

- The original of the bid bond equal to the amount indicated in the DPAO;

- The letter of commitment, duly signed by the tenderer;

- The declaration to be subscribed, duly signed by the tenderer;

- The rules of ethics duly initialled and approved by the tenderer;

- The parent company's undertaking;

- The general information file including the administrative file as detailed in the DPAO;

- The technical offer itself as detailed in Section 04 (technical file);

- Observations and/or comments on the technical file;

- Comments and proposals on the draft contract;

- The letter of confidentiality, duly signed by the tenderer;

- The letter of submission of the technical offer, duly signed by the tenderer;

- The manufacturer's authorisation(s);

- The approved and initialled specifications and draft contract;

- The Tender Documents bearing on the last page the words "read and accepted".

List of required documents (content of the financial offer)

The financial offer, submitted at the same time as the technical offer, must contain the following documents:

- The price submission letter, in accordance with the model defined in the DPAO, completed, initialled on all pages and signed;

- The price breakdown and/or price schedules duly completed by the tenderer;

- The delegation of powers authorising the person(s) signing the tender to bind the tenderer.

- The offer’s price.

Technical and financial offers must be accompanied by the regulatory documents listed in the specifications.

Tenderers must meet all the eligibility conditions mentioned in the tender documents.

Only the BOG's stamp of receipt affixed to the envelope will be deemed authentic.

If the closing date coincides with a public holiday and/or a day of rest, bids may be submitted on the next working day.

The technical offers are accompanied by a bid bond of 1.800.000.00 DZD for national tenderers, and 18.000 € or its equivalent in dollar currency, the period of validity of which is equal to the period of validity of the offers, i.e. 120 days plus an additional period of 30 calendar days.

The envelopes containing the technical offers will be opened in the presence of the representative(s) of the tenderers who so wish at the public opening session which will take place at the above address, the date of which will be communicated in due course.

The envelopes containing the financial offers will be opened and examined in the presence of the tenderers who wish to attend, or their duly appointed representatives, at the opening and examination of the financial offers, which will take place on the date, at the time and at the address mentioned in the invitation, which will be sent only to those tenderers whose technical offers are declared to comply with the requirements of the tender documents.

Tenderers will remain bound by their tender for a period of (120) calendar days as of the date of opening of the technical bids.
